"API sntlInitStandaloneSystem call fail with message" error when activating web-activated licenses

If you get the the subject error message when trying to activate a license, the first thing to be done is to check that the program was installed and not copied from another machine.  You can determine if the program is installed from the Control Panel Add Remove Programs.
