Answer: Time-dependent properties must be assigned using a staged-construction load case with a nonzero stage duration and the option for time-dependent properties selected.
TO DO: - bob looks like this question came directly from a user. Either the answer needs to be rephrased to say that time-dependent properties do affect analysis, or the question needs to be changed. (that's my take on it, but I'd love to know what you think)
