WRCommute.exe is a utility for checking out network license for a computer that is NOT connected to the network with license server.
License checkout procedure
The license checkout procedure is summarized in the Remote commuter licensing document. Licenses checked out in this method cannot be checked back in. Please note other users will not have access to this license, which has been checked out, until it automatically checks back in after its allotted check out time.
